NPC Applications

Because of the rules governing the forest as a testing ground for the dead, NPCs can fall into two categories. They can be one of the 'natural' residents of the underworld — that is, an Arbiter — or they can be shades that failed to prove themselves worthy of redemption and were fully corrupted.

You do not have to apply for an NPC in order to run a game. You can make up a quick one-off NPC just for a game, use 'projections' from your character's subconscious as temporary gamerunners, have the game work without any particular NPC running it (something like having the rules expressed in written form), or even borrow another person's NPC if you want. Basically, applying for NPCs is something to do if you're interested in playing a character rather than just a mechanism for game running. You can apply for an NPC with the intention of playing them long term, or with the intention of only keeping them around for a short period. NPCs can run games but they don't have to.
